This procedure is intended to provide guidance and establish controls to ensure total traceability of oxygen piping components back to the Manufacturer’s Mill Certificate / Certificate of Conformity, thus ensuring correct materials are installed. </div>

<b><span style="font-size: large;">A. Storage & Handling :</span></b></div>
<div style="text-align: justify;">

<div style="text-align: justify;">
• Piping components for oxygen piping systems shall be stored, protected and issued in accordance with OWNER Specification.<br />

• Upon receipt, piping components shall be checked for identification in accordance with Owner's Specification.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
• For piping components which require total traceability the OWNER unique number must be die stamped or vibro etched on each component.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
• Prior to issue of any piping components, the Stores Controller and Piping Supervisor / Foreman must confirm that each component is clearly identified with the OWNER unique number which enables traceability back to manufacturer’s mill certificate/certificate of conformity.</div>

• Immediately upon issue of piping components the Piping Supervisor shall record all unique numbers against the relevant items on the approved isometric drawings.</div>

• Transfer of identification markings prior to cutting shall be in accordance with Owner's Specification.</div>
<div style="text-align: justify;">

<b><span style="font-size: large;">C. Fabrication & Installation:</span></b></div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
• At the weld fit-up stage and prior to welding, the Q.C. Inspector shall confirm that each component of the weld joint is clearly identified with a OWNER unique number. This number shall be recorded on the weld fit-up / visual inspection report. The unique number shall be confirmed by both OWNER Q.C. representatives who shall endorse the inspection report.</div>

• Upon visual acceptance of a particular weld, the details of the piping components unique numbers shall be entered into the News Data Base.</div>

• The News Data Base, which has already been loaded with all relevant data regarding item code numbers/unique numbers automatically checks the data entered against material traceability standard tables. Any non-compliance shall then be identified.</div>

For short period, our head office has been located in Jongno District (Jongno-gu) located in central Seoul, South Korea. I heard that its name derived from a major local street (<i>Jongno)</i> which means "<i>Bell Street</i>". So, I had a chance to visit the "<i>Changdeokgung Palace</i>".</div>

Changdeokgung (창덕궁) Palace or Changdeok Palace is located within a large park in Jongno-gu, Seoul, South Korea. It's a 10 minutes walk from Ankook Subway station (<i>Line #3</i>). The palace's buildings of Changdeokgung blend with the natural topography because it was built between Peak Maebong of Mt. Bugaksan in the back and River Geumcheon. </div>

I would recommend visiting this palace. It's open from 10am to 6pm. It would be worth it, a kid friendly destination. It's a lovely palace to walk around seeing a lot of things... a very well-preserved palace with beautiful gardens.</div>

• Prior to commencement of the work, ensure that erection personnel have read and understand instructions, Method Statements, Job Specifications and are familiar with tray assembly drawings. </div>
<div style="text-align: justify;">

<div style="text-align: justify;">
• Ensure that the erection personnel have undergone training and are certified by OWNER for confined space entry work prior to execution of the work.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
• Conduct site survey to properly assess the physical condition of the confined work place and appropriately address the necessary precautions and requirements, such as lighting and air ventilators inside the column, if manholes are open and if blinds for column piping are installed.</div>

<div style="text-align: justify;">
• Co-ordinates properly with OWNER Representative for confirmation that the column is in gas free condition prior to entry inside the column.</div>

• Ensure to install low voltage lighting inside the equipment and provide sufficient number of ventilators (air blower / exhauster) on open manholes, to establish air flow inside the column. Air compressor will be used to run the air ventilator.       </div>

<div style="text-align: justify;">
• Ensure to double-check the equipment internals such as tray panels, fasteners, main beam, cover plates and support rings as per IFC Assembly and Installation drawings as provided by OWNER. Each tray part is marked with its reference number, any deviation against the issued drawings during checking / sorting shall be immediately reported to OWNER for their information and appropriate action.  </div>

• Ensure to erect, where required, necessary scaffolding / access platform located at each exit and entry manway for mechanical fitters prior to tray installation. Erected scaffold shall be in accordance with SUBCON Working Instructions.</div>

<div style="text-align: justify;">
• Prior to tray assembly and installation, ensure to locate the reference point inside the column, and that the rust preventive on the tray materials has been removed and washed clean by suitable solvent such as Acetone. For stainless steel trays, the solvent should contain less than 50 ppm leachable chlorides. </div>

• Ensure that “Work Permit and Entry Permit” to enter Confined Space have been secured and the standby man at manhole entrance is posted prior to commencement of the work. </div>

• The assembly and installation of equipment internals (trays) shall be carried out in strict adherence with OWNER furnished approved for Construction drawings, specifications, and Vendors’ Instruction Manuals.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
• Vessel internal visual check shall be carried out before start of internal work.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
• A 250-ton crane with sufficient boom length to reach above manway shall be used for external handling of heavy trays, support rings and other column accessories. Small tray items will be raised or lowered at various manway levels using pulleys and continuous long ropes.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
• For internal handling of heavy column trays / parts, an electric hoist or air tugger will be used. This will be positioned at each working platform inside the column.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
• Cleaning of all materials should be carried out before installation, if dirty.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
• Conduct pre-assembly of the tray / tray panel on the ground adjacent to the column. Do not fix them together, but put the tray panels loosely together. Clamps and/or bolts should be fastened by hand only, in order to be able to adjust position of the tray during actual installation.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
• Wherever possible, assemble two trays in such a way that one tray or tray part is pre-assembled on the ground while the other part is being installed on the column, thus permitting sequential and gradual progression of the installation.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
• As soon as one tray is assembled, installation sequence of equipment internals will start at the bottom of the column, working up towards the top. For detailed tray installation procedures, seal welding, level adjustment and tolerances, refer to attached Sulzer Chemtech AG Technology and Koch-Glitsch Italia, Vendors’ Instruction Manuals. </div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
• For C-2115 Wash Tower, initially two-(2) crews shall be assigned for the assembly and installation of internal. Additional manpower will be employed as required. Since two-(2) crews shall be working simultaneously per shift at different levels, a safety net shall be provided above each manway to protect craftsmen working below from falling objects.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
• Installed tray internals on each completed level shall be inspected to ensure that:</div>
<div style="text-align: justify;">

<ul>
<li>Orientation and measurements are correct.</li>
<li>Check tightness of 10% of the bolted connection.</li>
<li>Evenness of the tray decks should not deflect due to work during installation.</li>
<li>Levelness of tray floors shall be checked using a manometer (refer to Fig.1 sheet 5 of 12 Koch-Glitsch Italia, Vendors’ Instruction Manuals.)</li>
<li>All parts are fitted properly and no loose hardware is left which may have adverse effect on the tray performance.</li>
</ul>
<span style="text-align: justify;">• Inspection shall be conducted by SUBCON, OWNER and PMT inspectors during the progress of the work, from bottom to top, and in accordance with approved QCIP inspection requirements and specification. OWNER inspector shall also make the final check and inspection prior to final acceptance / closing of manway.</span><br />

<div style="text-align: justify;">
• All dirt, debris, grease, tools and equipment shall be completely removed after work is completed and prior to final visual inspection / acceptance.</div>

• This same methodology shall be applied to all equipment that requires assembly and installation of trays until all the trays of equipment have been installed. </div>

• Wherever possible, leak testing shall be carried out from manhole to manhole. Short branch drains connected to a main sewer between manholes shall be tested as one system with the main sewer. Long branches shall be tested separately from manholes and testing shall be conducted in accordance with OWNER Specification. Design and Construction of Sewers and SUBCON Standard Operating Instructions respectively. </div>

• If the piping system is ready for testing, inject the test medium, potable water at the drain cleanout section of the piping system. The test shall start approximately one hour after filling the pipe with water. Water shall be added to maintain test head to cover water loss due to absorption and air pockets in certain piping configuration. </div>

<div style="text-align: justify;">
• To determine leakage on the system, insert a clear hose ¾” diameter (standpipe) into the nozzle of plumbers’ plug up to the highest level of the water inside the manhole or clean out. Tighten the hose clamp, then fill the hose with water extending up to at least 1.5 meter high above the crown of the pipe at the high end, but not more than 6 meter at the low end. </div>

• The loss of water over a period of 30 minutes shall be measured by adding water from a measuring vessel at 10-minute intervals and noting the quantity required to maintain the original water level. For this test, the average quantity of water added shall not exceed 1.0 liter per hour per 100 meters linear distance per centimeter of nominal internal drain diameter. </div>

• Pipe exfiltration (leakage) that causes a drop in the test water level will be apparent by the change in the water level in the standpipe. Any leaks visible during water testing shall be repaired. Defective parts of the drain system shall be removed, replaced, and retested.</div>

• To rectify the leaking joint or defective parts of the system, remove the plumber’s plug to drain the water out. Rectify immediately the affected leak joint. Cured it properly before leak testing will be carried out again.</div>

• After rectifying the affected joint, fill the system again with potable water and repeat the above-mentioned method, then submit request for inspection to be conducted in accordance with OWNER project specification.</div>

• Once the inspection is completed and accepted by OWNER, drain the test medium. The same methodology shall be applied to the next succeeding loops until the whole piping system is fully tested.</div>

• Upon satisfactory completion of inspection and acceptance by OWNER, final backfilling commences and shall be carried out in accordance with OWNER Specification and SUBCON Standard Operating Instruction respectively.   </div>

• Pipe ends shall be cut square using a pipe cutter or hacksaw. All burrs shall be removed with a reamer or round file.</div>

• Ensure the end of the pipe to be soldered and the socket are thoroughly cleaned to bright metal by use of wire wool or sand paper.</div>

• Apply liberal amounts of flux to both the pipe end(s) and the socket(s) ensuring all the surfaces to be soldered are covered.</div>

• Insert the pipe end(s) into the socket ensuring full penetration.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
• Excessive heat will cause problems with quality of the joint (flux carbonises and solder will not adhere to the copper), therefore size of heating torch chosen and control of the heat are important.</div>
<div style="text-align: justify;">

• Apply heat evenly all around the joint to both the socket and the pipe until the correct heat temperature is reached (approximately 380ºC) This is evident when the solder turns to liquid and becomes free flowing.</div>

• Apply the solder at a position where the outside of the pipe meets the top edge of the socket. As soon as the solder starts to melt and flow freely remove the heat source and continue to apply the solder at the same position (do not move around the joint with the solder)</div>

<div style="text-align: justify;">
• The solder will flow into and around the joint by capillary action, as soon as a fine silver bead is evident all around the top of the socket stop applying the solder. Clean off any excess solder and flux with wire wool. Keep the pipe and joint firm until the joint has cooled down sufficiently. Under no circumstances shall the joint be cooled by quenching with water.</div>

As soon as the Work Guide has been prepared, the Construction Manager shall arrange a Kick-off Meeting with the Subcontractor at the Main Contractors Site Office. The Main Contractor shall notify the Subcontractor its schedule, agenda and attendees at least one (1) week before the date of meeting. On the meeting agenda and its contents shall be presented by each party and discussed to set up effective mutual ground rules between the Main Contractor and the Subcontractor. The meeting will be proceeded in accordance with the following procedures, but not limited to :   </div>

<li>A mutual commitment to a common goal (company spec., completion date including engineering date)</li>
<li>Recognition of responsibilities and obligations of each representative to his own entity and to each other that the Project must be executed with utmost urgency</li>

<li>Contractor's furnished facilities at job site</li>
<li>Specifications and drawings (*)</li>
<li>Bill of Material and Specification</li>
<li>Labor relations (Subcontractors shall arrange labor for the work on it's own responsibility)</li>

<li>Construction layout</li>
<li>Construction equipment list</li>
<li>Overtime work procedure</li>
<li>Review of HSE program</li>
<li>Finance and accounting</li>
<li>Regular progress meeting and reports (*)</li>

The Main Contractor shall issue this certificate at the time of hand-over of the area where the works are to be performed and the temporary facilities erected.</div>

The certificate shall be completed and signed by both parties. The completion date of the work covered by the Subcontractor shall run from the date of this certificate. </div>
