After Subcontractor has been selected and before work actually commences, the representative of the Subcontractor together with any sub-tier will be brought to the site for a conference, at which time, job rules, safety, quality control and schedules, etc. will be highlighted.
Subcontractor Personnel who will be working on the job can be introduced to the Main Contractor at this time.
After the subcontract has been issued, the Construction Manager with assistance of the Site Project Control Manager should prepare a Work guide for successful Subcontract. Essentially, it should set out the details which will be on the agenda for the Kick-off meeting, typical working rules, the names and telephone numbers of relevant Contractor's personnel, an indication of standard communication channels, and samples of Contractor's forms.
Kick-off Meeting
As soon as the Work Guide has been prepared, the Construction Manager shall arrange a Kick-off Meeting with the Subcontractor at the Main Contractors Site Office. The Main Contractor shall notify the Subcontractor its schedule, agenda and attendees at least one (1) week before the date of meeting. On the meeting agenda and its contents shall be presented by each party and discussed to set up effective mutual ground rules between the Main Contractor and the Subcontractor. The meeting will be proceeded in accordance with the following procedures, but not limited to :
- A mutual commitment to a common goal (company spec., completion date including engineering date)
- Recognition of responsibilities and obligations of each representative to his own entity and to each other that the Project must be executed with utmost urgency
- Organization structure for each party (*)
- Correspondence procedures
- Contractor's furnished facilities at job site
- Specifications and drawings (*)
- Bill of Material and Specification
- Labor relations (Subcontractors shall arrange labor for the work on it's own responsibility)
- Construction schedule (*)
- Construction layout
- Construction equipment list
- Overtime work procedure
- Review of HSE program
- Finance and accounting
- Regular progress meeting and reports (*)
- Quality control/inspections test plan (*)
- Safety requirement
The Owner, at its discretion, may attend the meeting. However, the Main contractor shall provide Owner with the minutes of meetings and copies of the above items (*) within 2 days after issuance.
Handover Certificate of Site for Commencement
The Main Contractor shall issue this certificate at the time of hand-over of the area where the works are to be performed and the temporary facilities erected.
The certificate shall be completed and signed by both parties. The completion date of the work covered by the Subcontractor shall run from the date of this certificate.
